The Sangguniang Kabataan (SK) or youth council is the governing body of the youth assembly or Katipunan ng Kabataan of every barangay in the Philippines. They are elected by the members of, the Katipunan ng Kabataan in elections conducted by the Commission on Elections (COMELEC). They initiate policies, programs and projects for the development of youth in their respective political territories. The Chairman/President of the Sangguniang Kabataan acts as the Chief Executive of the Sanggunian (Council) while the Kagawad (Councilor) as the legislative council. The Kagawads approve resolutions of the Sanggunian and appropriates the money allotted to the council, a share in the revenue of the Barangay.
A Barangay Tanod is a local volunteer who has been deputised and received some training to be a Tanod. They carry out basic security functions under the auspice of the Barangay Captain for their barangay.
This is likely to include basic police functions from arrests, traffic control, keeping the police although the post is quite flexible dependent on the context of the barangay in which they work.
Although they do not tend to carry firearms but sometimes they do, on occasion without a license and therefore are unlikely to have training in it. More often they will be armed with a baton, often made of rattan.
